AS2386 INS-ASASN lookup: IP ranges, prefixes and network type
AS2386 is the autonomous system number (ASN) announced by INS-AS. It announces 333 prefixes, 304,896 IPv4 addresses in total. Every address inside those ranges is routed by this operator, which is what makes the number the shortest answer to who runs a given address.

What AS2386 means for detection
Registry data does not say what kind of network INS-AS runs, and this page will not guess. Ownership alone cannot settle it: the name is the only clue an ASN carries about purpose, and this one carries none.
